Getting Started: AI Assessment & Governance in Higher Education

Introduction 

You can't govern what you can't see. And you can't build AI on a foundation of ungoverned data. But here's the good news: conducting a clear assessment and establishing governance upfront positions your institution to deploy AI confidently and strategically. It prevents costly mistakes and builds organizational trust that will serve you for years to come. This guide will walk you through the critical first steps of any responsible AI strategy: assessing your current state and establishing the governance and data foundations that make institutional AI possible. Think of this as laying the groundwork for success. 

Why Assessment Comes First 

Before you can build a responsible AI strategy, you need to know where you stand today. And the findings are often more positive than leaders expect. Most higher education leaders discover that while there's more AI activity than they realized, there's also genuine enthusiasm and creative problem-solving happening across campus. Faculty and staff have identified real pain points and found solutions. Students are eager for better tools. That's the foundation you're building on. An assessment reveals this landscape and helps you channel that enthusiasm strategically. It identifies which initiatives are already creating value, which tools need governance attention, and where your biggest opportunities lie. The process also builds organizational awareness that AI governance matters, which turns out to be one of your greatest assets as you move forward. 

The Three Dimensions to Assess 

A comprehensive assessment examines three interconnected areas. Think of these as understanding your current assets and challenges across tools, data, and organizational capacity. 

Tools and Usage

What AI tools are being used, by whom, for what purposes, and with what oversight? Start with multiple discovery methods to get a complete picture:

For each tool you discover, document: tool name and vendor, primary use case, who's using it, what data it accesses, where that data goes, cost, and approval status. Then categorize by risk level to prioritize your governance efforts: 

High-risk tools access sensitive data (student records, health information, financial data), transmit data outside your environment, or operate without vendor contracts or governance oversight. These need immediate attention.  

Medium-risk tools access less sensitive data, have some level of vendor contract but may need compliance review, or are used by limited groups. These need governance but less urgently.  

Low-risk tools don't access institutional data or only use public information. These may need attention for consistency and cost management, but don't create immediate compliance exposure.  

This risk categorization helps you focus your governance efforts where they matter most. 

Data Maturity 

AI is only as good as the data it's built on. You need to understand your data infrastructure before you can deploy institutional AI effectively. Start by mapping your current landscape:

Integration  Can you easily combine data from your SIS, LMS, financial systems, HR, and advancement platforms? Do you have a centralized data warehouse? 
Governance & Quality  Do you have documented definitions for key metrics like retention and completion? Is it clear who owns different data domains? When five people calculate retention, do they get the same answer? 
Access Controls  How do you currently control who can access what data? Can your systems support granular permissions (e.g., students see only their data, advisors see only their advisees)? 
Data Culture  Do people across campus trust institutional data and use it for decisions? Or do they rely on anecdotes and gut feelings? 

 Understanding where you stand in each area helps you prioritize what to strengthen. The good news: most institutions already have some of these foundations in place. You're often building on existing strengths rather than starting from scratch. 

Organizational Readiness

Even with great tools and data, AI deployment requires organizational capacity and culture. Assess where you stand:

 The key here is honesty without judgment. Every institution has strengths and gaps. Understanding yours helps you plan realistic next steps. 

Conducting Effective Stakeholder Interviews 

While surveys and system reviews give you data, stakeholder interviews reveal the human side of your AI landscape—the opportunities, aspirations, and concerns that will shape your strategy. Interview representatives from every major functional area: admissions, student affairs, academic affairs, registrar, financial aid, finance, HR, advancement, marketing, institutional research, IT, and legal/compliance. Include both senior leaders and frontline staff who do the day-to-day work. They often have the most accurate picture of pain points and creative workarounds. Structure your interviews around three themes:  

Current State:  

  • What tools are you currently using?  
  • What data do you work with regularly?  
  • How do you currently get answers to questions about institutional data?  
  • What takes the most time in your workflow?  

 

Pain Points:  

  • What questions do you wish you could answer?  
  • What tasks feel repetitive or could be automated?  
  • Where do you experience the most frustration?  
  • What data do you need but struggle to access?  

 

Aspirations:  

  • If you could ask any question and get an instant, accurate answer, what would you ask?  
  • What would change about your work if insights were instantly accessible?  
  • What outcomes would improve with better tools?  

 

After completing all interviews, look for patterns.  

  • What pain points come up repeatedly across multiple departments?  
  • What aspirations are widely shared?  
  • Where is there genuine enthusiasm for AI?  
  • Where are people concerned or skeptical?  

 

These patterns should directly inform your strategy priorities and use case selection.

Building Your Governance Foundation 

Once you understand your current state, you need to establish governance before you scale AI deployment. Think of this as creating a framework that allows innovation to flourish safely. 

Form an AI Governance Committee 

Your committee is the engine of responsible AI deployment. Include representatives from academic affairs, IT leadership, legal counsel, the registrar's office, faculty senate, student affairs, and data governance. This committee will define AI use policies, review and approve new deployments, monitor ongoing usage for compliance and effectiveness, address concerns and incidents, and educate the campus community. The diversity of perspectives on this committee is a strength. Different stakeholders bring different priorities and concerns, which leads to more thoughtful decisions. 

Develop Clear AI Policies 

Your policies should address several key areas. Having these in place upfront prevents confusion later and shows institutional commitment to responsible AI.  

  • Acceptable use defines what AI tools are approved for institutional use, what use cases are encouraged or prohibited, and what user responsibilities exist.  
  • Data protection specifies what institutional data can be used with AI systems, how you ensure sensitive data doesn't leave your environment, and what vendor contract requirements exist.  
  • Transparency requirements clarify when AI use must be disclosed to users or stakeholders, how AI-generated content should be identified, and what audit trails must be maintained.  
  • Academic integrity explains how AI use aligns with existing academic honesty policies, what constitutes appropriate versus inappropriate AI assistance, and how you'll educate students and faculty.  
  • Equity and bias prevention describe how you'll test AI systems for bias, what happens if bias is discovered, and how you ensure AI enhances rather than limits access for all students. 
Create an Approval Workflow 

Before any new AI tool can be deployed, establish a clear process. This isn't about slowing innovation; it's about channeling it productively. The workflow typically includes proposal submission, security review, privacy impact assessment, equity review, governance committee approval, pilot deployment with monitoring, and evaluation before scaling. This structured approach prevents costly mistakes and builds institutional trust. It also ensures that when you do approve tools, they have genuine support across the organization.
 

The Data Infrastructure Imperative 

Here's a truth that creates opportunity: AI without quality data and proper governance is worse than no AI at all. But the inverse is also true: institutional AI built on a foundation of quality data and governance becomes genuinely transformative. Generic AI tools can answer general questions. But AI built on your institutional data can tell you which students are at risk in your specific context, how your enrollment trends compare to your targets, or which interventions actually improve retention in your programs. That's institutional intelligence that creates real competitive advantage. 

BI Before AI 

If you don't have solid Business Intelligence foundations, the best move is to pause your AI ambitions and build those first. You need a data warehouse that integrates your key systems. You need data governance with clear ownership, definitions, and quality standards. You need role-based access controls that honor privacy and compliance. You need self-service reporting that reduces IT burden and empowers users. This isn't a detour; it's the foundation that makes everything else possible. And the good news is that many institutions have already started this journey. You're often building on existing progress. 

Choose AI That Honors Your BI Investment 

Not all AI platforms are created equal. Some require you to rebuild your data infrastructure from scratch. The best ones extend and enhance what you already have. Look for AI solutions that: 

  • Connect directly to your data warehouse rather than requiring data exports 
  • Honor existing governance rules and role-based permissions 
  • Validate AI responses against source data and reports you already trust 
  • Provide audit trails showing exactly what data was accessed 

 

This approach protects your investment in BI while extending its reach and impact with AI. Great AI starts with great BI. If a vendor can't explain how their AI leverages your existing data infrastructure, that's a red flag.

Presenting Your Findings 

Once you've gathered all this information, synthesize it into findings that drive action. Your assessment is only valuable if it leads to strategic decisions. Your executive summary should answer these questions in two pages or less: 

  • How many AI tools are currently in use? 
  • What are the top compliance risks that need immediate attention? 
  • What are the biggest opportunities for institutional AI deployment? 
  • What's your current data maturity level? 
  • What's your organizational readiness for AI deployment? 

 

Provide detailed findings by category but frame discoveries as opportunities rather than indictments. You're not looking to punish departments for independent action; you're helping the organization channel enthusiasm strategically. Make clear recommendations organized by urgency: 

  • Immediate actions for critical risks 
  • Short-term priorities for the next 30-90 days 
  • Long-term strategic initiatives for the next year or more 

 

Tailor your presentation to different audiences. Leadership needs executive summary plus strategic recommendations. Your governance committee needs tactical details about specific tools and policy requirements. IT teams need technical specifications. Faculty governance needs academic implications. 

Common Mistakes to Avoid 

Making it feel like an audit. If your assessment feels like an inquisition designed to catch people doing something wrong, you'll get minimal cooperation and incomplete information. Frame it as understanding needs so you can provide better solutions.  

Taking too long. Assessments that drag on for months lose momentum and become outdated. Aim for 30 to 45 days maximum.  

Perfectionism. You don't need to find every single AI tool in use to understand patterns and risks. Identify enough to see the landscape clearly, then move forward.  

Assessing without acting. The worst outcome is conducting a thorough assessment and then doing nothing with the findings. Make sure you have leadership commitment to act before you invest time and political capital.

Moving Forward 

Your assessment shouldn't sit on a shelf. It's a starting point for action. Within two weeks of completing it, you should form or expand your governance committee, initiate critical risk mitigation actions, select your first pilot use case, and begin drafting policies. Within 30 days, communicate findings broadly across campus, launch your governance framework, and begin vendor evaluations. Within 90 days, have policies approved and implemented, your first pilot launched, and a roadmap for scaling. Assessment and governance are just the beginning. But they're critical beginnings that set the direction for everything that follows and position your institution to deploy AI confidently and strategically.
